Les conditions pour pouvoir voter à l'élection communautaire de Wikimédia France sont les suivantes :

ne pas être bloqué sur plus d'un projet au moment du vote ;
et ne pas être un compte bot ;
et avoir effectué au moins 300 modifications au total sur l'ensemble des wikis un mois avant l'ouverture du vote, c'est-à-dire avant le 20 août 2019 ;
et avoir effectué au moins 20 modifications entre six mois et un mois avant l'ouverture du vote, c'est-à-dire entre le 20 mars 2019 et le 20 août 2019.

Or vous ne remplissez pas la dernière, n'ayant effectué que 9 contributions pendant cette période, votre vote ne peut donc pas être comptabilisé.
