Hello? - Hi, I'm not an expert linguist, but perhaps I can shed some light on the matter. The request is for East Frisian Low Saxon (language code frs), not Saterland Frisian (stq), the last remaining branch of the otherwise extinct East Frisian language. The naming may seem a little bit confusing because East Frisian Low Saxon replaced the East Frisian language in East Frisia some 500 to 200 years ago and therefore modern day East Frisians usually refer to East Frisian Low Saxon when they speak of "East Frisian". East Frisian Low Saxon still shows influence from the extinct East Frisian language, but is not a Frisian language like Saterland Frisian.
- The proposal text was submitted by someone who has not been actively actively involved in the Incubator Wiki at https://incubator.wikimedia.org/wiki/Wp/frs/Hoovdsiid. To me, it seems like this person was trying to actively harm the Wiki by submitting a confusing request at a time when the Incubator was not yet ready. We are still working on the incubator and writing articles at this point and therefore wanted to wait some time before submitting a request.

Together with Language Diversity Hub, the Capacity Exchange (CapX) team will host its first Translation Marathon dedicated to ensuring linguistic equity in access to this amazing tool aimed to connect Wikimedians.
If you enjoy contributing to Wikimedia projects through translating and adapting content into different languages, this event is for you! Join us in the celebration of the multilingual spirit of the Wikimedia Movement at an event where communities that contribute in diverse languages will be able to share local knowledge and collaborate across borders.
