User pages of locked accounts

Hi. Tagging locked accounts with {{locked global account}}, like what you did here and here, is unnecessary most of the time. Countless accounts are locked everyday, and not every of them needs to be tagged, especially those that barely have any edits. See also en:WP:DENY.
