The European Commission has placed the creation of a "Digital Single Market" at the top of its agenda for the upcoming year. The goal is to boost economic growth through reforms that open up European digital markets to cross-border competition. Several of the components of this agenda could have a real impact on Wikimedia projects.

Many reports, strategy papers and proposals on Internet regulation are floating around in the European Commission. To make sure that nothing important slips under the radar, Wikimedia Sweden has produced an overview of issues under discussion. The overview aims to include all upcoming and ongoing proposals that need scrutiny within the European Union institution.

A European net neutrality regulation, a new data protection legislation and a major copyright reform package are some of the agenda items that may affect Wikimedia activities. Where we put our efforts should ideally depend on each proposal's potential to impact on our work and also on our ability influence the outcome.

Unlike the national political institutions in the European Union's member states, the institutions in Brussels are not well known. European Union politics attract little attention, considering the powers that have been invested in Brussels in the last decades. We are therefore prone to let legislative processes pass under our noses, only to recognize their significance when the new laws come into effect.

Every European Union proposal included in the overview has been divided into three sections:

• The first section explains what the issue is about. • The second section shows where we stand now and what the current situation looks like. • The third section assesses the proposal's potential to affect Wikimedia projects.

In many cases it is not obvious how much and in which ways a proposal will impact the Wikimedia free-knowledge efforts. A proposal's path from conception to law is long and seldom straightforward. Sometimes several institutions work in parallel with the same piece of legislation, and often proposals get stuck in the machinery.

One purpose for our overview is to create a basis for prioritizing, so that we use our time and our resources wisely.

EU-Kommissionen har satt skapandet av en digital inre marknad högt på agendan. Målet är att sätta fart på ekonomin genom reformer som öppnar upp europeiska digitala marknader för gränsöverskridande konkurrens. Flera av agendans beståndsdelar kan ha konkret inverkan på Wikimediaprojekt.

Många rapporter, strategidokument och förslag som rör nya internetregleringar cirkulerar, och för att försäkra sig om att ingening viktigt passerar obemärkt förbi har Wikimedia Sverige sammanställt en översikt. Syftet med översikten är att den ska inkludera alla pågående EU-processer som behöver granskas närmare.

Till skillnad från de politiska institutionerna i medlemsländerna är Bryssels institutioner ganska anonyma. Den uppmärksamhet som EU-politiken drar till sig är blygsam givet de maktbefogenheter som överförts till Bryssel de senaste decennierna. Vi har därför en benägenhet att missa viktiga lagstiftningsprocesser.

En europeisk nät-neutralitet, en ny dataskyddslag och ett omfattande reformpaket för upphovsrätten är några av de förändringar som i olika grad kan komma att påverka Wikimedia. Vilka frågor som vi lägger vår tid på ska helst avgöras av respektive frågas betydelse och på vår egen förmåga att påverka utfallet.

Varje EU-process som inkluderas i översikten beskrivs i tre avsnitt.

Det första avsnittet förklarar vad ämnet handlar om.

Det andra avsnittet ger en bild av var vi står just nu och hur situationen ser ut. Ett lagstiftningsförslags väg från tillkomst till färdig lag är lång och krokig. Ibland arbetar flera institutioner parallellt med samma förslag, och det händer att lagstiftning fastnar i maskineriet.

Det tredje avsnittet är en bedömning av förslagets potential att påverka Wikimedia-projekt.

I många fall är det långt i från uppenbart på vilket sätt ett förslag påverkar Wikimediarörelsen. Ett syfte med översikten är att ge underlag för prioriteringar, så att vi använder tid och resurser intelligent.

Vi vill uppmunra alla Wikimedianer att bidra till översikten genom redigeringar och genom synpunkter på diskussionssidan.
