Program Specialist for Wikimedia communities in the CEE region needed!

Position overview

The Wikimedia CEE Hub is seeking for a dedicated and flexible Program Specialist to support communities and affiliates in developing impactful programs and connecting them to other communities. By guiding communities through program planning and program implementation, this role strengthens capacity across the CEE region. The Program Specialist also plays a crucial role in shaping the most effective approaches for supporting diverse communities with different cultural and operational backgrounds.

Program Specialist will be working closely with other CEE Hub staff (Grants Specialist and Communication Specialist), CEE affiliates, and communities across the CEE region. The successful candidate will work under direct supervision of the CEE Hub Regional Coordinator.

Key responsibilities

  • Guiding program implementation: providing advice and support for executing activities effectively.
  • Encouraging new initiatives: helping develop new programs and projects that align with community needs.
  • Facilitating regional cooperation: strengthening collaboration between affiliates through cross-border and inter-group projects.
  • Supporting cooperation: helping the development of international / inter-group cooperation.
  • Monitoring outcomes of program related activities.

Tasks

Campaigns

  • Supporting various regional campaigns of the CEE communities.
  • Close cooperation with the International team of volunteers about CEE Spring, organising bi-weekly meetings, creating an agenda for the meetings, informing communities, support for some communities (if needed), etc.
  • Cooperation with the organisers of the Wiki Loves Film initiative in 2026.
  • Working on other regional and global campaigns (Gender gap etc.)
  • Monitoring outcomes.

Working with the communities

  • Informing the communities about possibilities of cooperation.
  • Offering guidance in organising campaigns if needed.
  • Supporting implementation of their programs, especially if they want to promote them regionally.
  • Supporting their events if needed in-person.

Mapping processes

  • Continuation of the work related to Gender Gap initiative.
  • Continuation of the work related to the minority languages across Wikipedia.

Other

  • Working with the CEE Hub’s Tech Advancement Working Group on a regular basis to find a way to introduce new tools/features to the CEE communities.
  • Participating in other working groups that CEE Hub will form in the programmatic area.

Skills needed

  • Planning, coordinating, and executing support related to programs.
  • Ability to set timelines, track progress, ensure and measure deliverables.
  • Able (or willing) to use PM tools (Asana).
  • Drafting agendas, documenting meetings, and sharing updates clearly.

Communication skills

  • Excellent written and verbal communication (in English B2-C1, other CEE regional languages are a plus) and ability to build relationships with diverse community groups (active listening and cultural sensitivity).
  • Ability to present ideas to different audiences (volunteers and supervisors).
  • Facilitating discussions, mediating differences, and encouraging collaboration.

Analytical & mapping skills

  • Evaluating program effectiveness.

Technical & organizational skills

  • Event Coordination (online & in-person support for conferences, campaigns, or workshops).
  • Digital Collaboration Tools (Zoom, Google Docs, Wikis, Meta, project management tools).
  • Documentation and Reporting (collecting data, writing summaries, sharing learnings).
  • Basic tech-awareness (needed for working with groups like Tech Advancement WG to explore tools/features).
  • Understanding of Wikimedia / open knowledge ecosystems (campaigns like CEE Spring, other Wiki Loves initiatives) and ability to teach others how to implement campaigns.

What kind of employer CEE Hub is

Wikimedia CEE Hub is a regional support and coordination structure aiming to assist individuals, groups, and affiliates in Central and Eastern Europe who contribute to the Wikimedia movement.

It helps communities grow by offering support with communication, administration, funding, and program development.

The Hub is community-driven and shaped by the region’s needs, as identified in the initial Hub research and refined through annual consultations for the CEE Hub’s yearly plan. It connects people, shares knowledge, and builds capacity, while respecting the diversity and independence of each local group.

We are offering: one year part-time employment (0.8-0.9 FTE) opportunity designed for individuals who thrive in a flexible work environment and can align with the Central and Eastern European (CEE) or Eastern European (EE) time zones.

Work dynamics:

  • Flexible hours tailored to the CEE/EE time zone.
  • Regular working hours will be required during the afternoon, 2-3 times per week, to accommodate schedules of volunteers.
  • Work from home / remote working place.

Employment terms:

  • Initial contract duration with CEE Hub’s fiscal sponsor Wikimedia Poland: 1 year, with the potential for extension based on performance and organizational needs.
  • The type of contract we are able to offer will depend on the county of residence (e.g. for some CEE countries we can offer a regular employment contract, while for others it can be B2B or employment via a fiscal sponsor).
