CEE Beyond the Crossroads!

Welcome to the Wikimedia CEE Meeting 2026! Hosted in the multicultural heart of Transylvania, this event brings together diverse minds and experiences to collaborate, build capacity, and share knowledge. To ensure a productive and welcoming environment for everyone, we enforce a strict Trust and Safety Policy grounded in the Wikimedia Foundation’s Universal Code of Conduct (UCoC) and Friendly Space Policies.

We expect all participants to act in good faith, but we are also straightforward about our boundaries: harassment, discrimination, and unsafe behaviour have no place in the Wikimedia movement.

Scope of the Guidelines

These guidelines apply to all participants, organisers, volunteers, and speakers. The rules remain in effect across all official and unofficial event spaces, including:

The main conference venue (including Babeș-Bolyai University facilities and other partner locations).
Official accommodations and hotels.
Off-site social events, dinners, and visits.
Digital spaces, including Telegram groups, mailing lists, and video calls related to the conference.

Expected Behaviour

We ask all attendees to actively contribute to a safe and inclusive environment by adhering to the following standards:

Assume good faith: Approach conversations with empathy and the belief that others are trying to help the project.
Show mutual respect: Respect the backgrounds, cultures, and identities of all attendees. Use the names and pronouns by which participants identify themselves.
Practice cultural awareness: The CEE region is diverse. Be mindful of varying cultural nuances, religious practices, and historical sensitivities.
Respect personal boundaries: Do not pressure anyone into social interactions, physical contact, or debates they wish to avoid.

Unacceptable Behavior

We do not tolerate harassment in any form. Unacceptable behaviours include, but are not limited to:

Harassment and discrimination: Any offensive verbal or written comments related to gender, sexual orientation, disability, physical appearance, age, race, ethnicity, national origin, or religion.
Unwanted photography or recording: Taking photos, videos, or audio recordings of individuals who have explicitly opted out (e.g., via lanyard colour-coding) or asked not to be recorded.
Doxing and hounding: Revealing personal information about an attendee without their consent or persistently following/targeting them across physical or digital spaces.
Unwelcome sexual attention: Inappropriate physical contact, unsolicited sexual comments, or sharing sexually explicit imagery in public or shared spaces.
Intimidation: Deliberate stalking, making threats, or encouraging harm to others.

Data privacy policy

If you send us an application for Wikimedia CEE Meeting 2026, we will generally process your data as described in the GDPR of Făgăraș Research Institute: https://icf-fri.org/ro/politica-de-confidentialitate/

Additionally, we will transfer data to the Wikimedia Foundation ("WMF" Wikimedia Foundation, Inc., 1 Montgomery Street, Suite 1600, San Francisco, CA 94104), based in the USA, since specific employees and teams at the WMF need to check you for compliance with the requirements of the Foundation.

If you are applying for a scholarship, we may need additional personal data (e.g., contact data, travel and accommodation data, visa information, event and supply preferences as well as billing information) from you. If your application is successful, we will transfer this data to Best Travel Solution as well for organising your visit and billing the event.

Any of the aforementioned disclosures are required to organise the "Wikimedia CEE Meeting 2026" and to ensure your participation in it. Since we must involve the committee as a whole, we will unfortunately not be able to allow you to participate if you withhold your consent. However, you will still have the right to withdraw your consent at any time. For information on how to withdraw your consent, please refer to our general privacy policy mentioned above. Depending on when you withdraw your consent, we may have to exclude you from participating in the conference.

Youth and Minor Safety

As our movement grows, so does the involvement of younger generations. We maintain strict protocols for underage attendees:

Attendees must be at least 15 years old.
Attendees aged 15 to 18 must be part of a group with at least one designated, responsible adult.
Responsible adults must not leave youth unattended during the event.

Local Safety in Cluj-Napoca, Romania

Cluj-Napoca is generally a very safe and welcoming city. However, basic travel safety still applies:

Emergency Number: Dial 112 for all emergencies in Romania (Police, Fire, Ambulance).
Transportation: Use trusted public transit (CTP Cluj-Napoca), official rideshare apps, or reputable taxi companies rather than hailing unverified cabs off the street.
Digital Security: Avoid conducting sensitive digital work on public, unencrypted Wi-Fi networks without a VPN.

Reporting an Incident

If you experience or witness a violation of these guidelines, please report it immediately. We take all reports seriously and handle them with strict confidentiality.

In-Person: Approach any designated Trust and Safety team member (identifiable by a specific lanyard or badge, which will be announced at the opening session).
Digital: Send a direct message or email to the dedicated Trust and Safety address (provided in your registration packet).
Anonymous: Use the anonymous reporting form linked in the official CEE Meeting Telegram channel and event portal.

Consequences of Violations

Participants asked to stop any harassing or unsafe behaviour are expected to comply immediately. If a participant violates these guidelines, the organising team and Trust and Safety committee may take any lawful action they deem appropriate.

Actions can include:

A formal, documented warning.
Immediate expulsion from the conference and all associated events without a refund.
Reporting the incident to the Wikimedia Foundation, which may result in a ban from future Wikimedia events or temporary/permanent suspension from Wikimedia platforms.
