Offizielle Stellungnahme vom WMCH Vorstand und Personal

Als Verein zur Förderung freien Wissens in der Schweiz wollen wir zu dem, was in letzter Zeit vor allem in der französischsprachigen Community diskutiert wird, Stellung nehmen.

Zunächst bedauern wir sehr, dass weiterhin von einer Verwicklung des Vereins Wikimedia CH in Konflikte ausgegangen wird - und das, obwohl wir seit über einem Jahr zahlreiche Massnahmen ergriffen haben, diesen so nachhaltig, effizient und insbesondere so transparent wie möglich weiterzuentwickeln.

Dazu eine kurze Übersicht, was wir zu folgenden wichtigen Themen unternommen haben: Die Frage des "Paid editing" und die zahlreichen damit verbundenen Fragen, sind sehr ernst genommen worden. Mit einem externen Experten haben wir diese im Rahmen eines "Governance Workshops" aufgenommen und behandelt, die Details finden sich in unserem "Impact Report" unter „Managing Conflicts of Interest in a multilingual context“.

An der letzten Generalversammlung in Luzern ist es bedauerlicherweise zu einer kurzen verbalen Auseinandersetzung zwischen verschiedenen anwesenden Mitgliedern gekommen. Da wir keinen externen Moderator hatten und der Präsident des Vorstandes selber in dieser Situation als Kandidat aufgetreten ist, wurde es leider versäumt, schnell und adäquat zu reagieren. Damit so etwas in Zukunft nicht mehr passieren kann, haben wir nun offiziell eine „Respectful Space policy“ eingeführt (siehe Respectful behaviour policy). Wir werden fortan darauf achten, dass an allen Veranstaltungen und Diskussionen, die von Wikimedia CH organisiert/ausgetragen oder über den Verein finanziert werden, diese Regeln eingehalten (und bei Bedarf durchgesetzt) werden (siehe Protokoll der ersten Sitzung des neuen Vorstandes vom 06. Juni 2017). Ausserdem wird die kommende Generalversammlung von einem externen Moderator/einer Moderatorin geleitet werden.

Weiterhin hat der Vorstand einstimmig beschlossen (siehe Beschluss vom 20. Juni 2017), für den Konflikt zwischen Vereinsmitgliedern aus der französischsprachigen Community einen externen unabhängigen Experten für Mediation anzubieten und dafür die Kosten bis 1'000 CHF zu tragen, sofern die Mediation bis zum 30. September 2017 in Anspruch genommen wird. Den involvierten Parteien wird somit ein neutraler und professioneller Rahmen angeboten, in dem Probleme konstruktiv angesprochen und angegangen werden können.

Mit den obigen Massnahmen gehen wir als Wikimedia CH davon aus, dass wir alles in unserer Macht stehende Vernünftige getan haben, um unsere Werte wie Inklusivität, Vielfältigkeit und Respekt sowie das Untersagen von Belästigung in jedweder Form zu gewährleisten.

En tant qu’association pour l’avancement des connaissances libre en Suisse, nous souhaitons prendre position sur les sujets qui font débat en ce moment, principalement au sein de la communauté francophone. Tout d’abord, nous voulons ici exprimer nos regrets concernant l’aboutissement à un conflit au sein de Wikimedia CH, malgré les nombreuses mesures ayant été mises en place depuis plus d’un an, dans un souci de développement efficace et durable, et surtout de la transparence la plus complète possible.

Voici un bref aperçu de ce que nous avons décidé sur les sujets suivants :

Nous prenons très au sérieux la question du « Paid editing » et des questions qui lui sont liées. Nous avons travaillé sur ces points dans le cadre d’un atelier de gouvernance, avec l’aide d’un expert indépendant. Vous en trouverez le compte-rendu détaillé dans notre « Impact Report », au paragraphe « Managing Conflicts of Interest in a multilingual context ».

Lors de notre dernière assemblée générale à Lucerne, nous avons malheureusement assisté à une altercation entre certains participants. En l’absence d’un modérateur/d’une modératrice externe et comme le Président sortant du Comité (qui assurait lui-même le déroulement de l’assemblée) se représentait comme candidat pour une nouvelle année, il a été malheureusement omis de réagir de manière rapide et appropriée. Afin d’empêcher qu’une telle situation ne se reproduise à l’avenir, nous avons mis en place une charte officielle appelée « Respectful Space Policy ». (voir la page [1]).

Dorénavant, nous ferons en sorte que tous les débats et réunions organisés ou financés par Wikimedia CH le soient dans le cadre de cette charte, dont les dispositions pourront être le cas échéant imposées (voir procès-verbal de la première réunion du nouveau conseil d'administration le 06 Juin 2017). De plus, notre future assemblée générale sera animée par un modérateur/une modératrice externe. Par ailleurs, le Comité a décidé à l’unanimité (voir la décision du 20 Juin 2017) de proposer la possibilité de faire appel à un médiateur indépendant aux membres francophones concernés et d’en assumer les frais jusqu’à 1000,- CHF, à condition que l’offre de médiation soit accepté et utilisée avant le 30 Septembre 2017. Nous espérons que dans cet esprit de neutralité et de professionnalisme, les parties concernées pourront aborder et traiter le problème de manière constructive.

Grâce à ces mesures, en tant que Wikimedia CH, nous pensons avoir fait tout ce qui était en notre pouvoir pour la sauvegarde de nos valeurs, comme l’intégration, la diversité et le respect, mais aussi le bannissement de toute forme de harcèlement.

As the association for the promotion of free knowledge in Switzerland, we would like to comment on what was recently discussed in particular in the French-speaking community.

First of all, we deeply regret the continued assumption that Wikimedia CH is involved in conflicts despite the numerous measures that we adopted since more than one year, so as to develop the association in the most sustainable, efficient and transparent way as possible.

To that end, this is a short overview of steps taken on the following important topics: The question of “Paid editing” and the range of associated questions, are taken very seriously. We have accepted and dealt with these questions with an external expert as part of a “Governance Workshop”, details of which can be found in our “Impact Report” under “Managing Conflicts of Interest in a multilingual context”.

The last general assembly meeting in Lucerne unfortunately saw a short verbal altercation between various members present. Since we did not have an external moderator and the President of the Board (who took care of the facilitation himself on that day) ran again as candidate for the Board for the coming term, we failed to act quickly and adequately in this unfortunate situation. To prevent anything similar from happening in the future, we have now officially introduced a “Respectful Space policy” (see [2]). In future we will ensure all events and discussions that are organized/held by Wikimedia CH or financed via the association, comply with these rules (and implemented if necessary); (see protocol of the first meeting of the Board of Directors dated 6 June 2017). In addition to this, the future general assembly will be led by an external moderator.

Furthermore, the Board decided unanimously (see resolution dated 20 June 2017), to offer the possibility of an external independent mediation expert for the conflict between association members from the French-speaking community and to bear related costs up to CHF 1,000, provided that the mediation is availed of by 30 September 2017. The parties involved are therefore provided with a neutral and professional framework in which problems can be defined and tackled in a constructive manner.

As regards the above measures, we as Wikimedia CH assume that we have done everything within our power to ensure our values such as inclusiveness, diversity and respect as well as prohibiting harassment in any form.

Dichiarazione ufficiale di WMCH

In quanto associazione rivolta alla promozione della libera conoscenza in Svizzera, desideriamo prendere posizione riguardo ai temi che sono in questo momento di attualità, soprattutto all’interno della comunità francofona.

Vogliamo innanzitutto esprimere il nostro rammarico in seguito alla nascita di uno scontro interno a Wikimedia CH, nonostante le svariate misure adottate da oltre un anno in vista di uno sviluppo efficace e durevole, e soprattutto della più completa trasparenza. Farà seguito un breve riassunto sugli argomenti trattati e le decisioni prese a riguardo.

Noi diamo molta importanza alla discussione sul “Paid editing” e alle relative nozioni. Abbiamo lavorato in tal senso nel corso di una riunione nel direttivo, con l’aiuto di un esperto esterno. Il verbale dettagliato è disponibile nell’ « Impact Report », al paragrafo « Managing Conflicts of Interest in a multilingual context ».

Durante l’ultima assemblea generale di Lucerna, abbiamo assistito, nostro malgrado, a un dissidio tra alcuni partecipanti. Non si è potuto risolvere il problema in maniera rapida e appropriata data l’assenza di mediatori e il diretto coinvolgimento del Presidente stesso. Per evitare che tale situazione si ripresenti, abbiamo stilato una carta ufficiale chiamata « Respectful Space Policy ». (Link: [3]).

D’ora in avanti faremo in modo che tutti i dibattiti e le riunioni organizzate o finanziate da Wikimedia CH facciano riferimento a questa carta, le cui regole potrebbero, nel caso, essere imposte (si veda il verbale della prima riunione del nuovo consiglio di amministrazione del 6 giugno 2017). Inoltre, la prossima assemblea generale si svolgera in presenza di un mediatore esterno.

Il direttivo ha altresì deciso all’unanimità (si veda la decisione del 20 giugno 2017) di nominare un esperto esterno per deliberare sul conflitto che ha diviso i membri della comunità francofona, e di incaricarsi dei costi fino a 1000 CHF, a patto che l’offerta di mediazione venga validata entro il 30 settembre 2017. Speriamo che in questo spirito di neutralità e di professionalità le parti in causa possano affrontare e trattare il problema in maniera costruttiva.

Grazie a queste misure, crediamo che Wikimedia CH abbia fatto tutto il possibile per salvaguardare i nostri valori, come l’integrazione, la diversità e il rispetto, ma anche di aver evitato ogni forma di dissidio.
