Strategic Plan 2019-21

Wikimedia Spain[edit]

Wikimedia Spain is a non-profit association under Organic Law 1/2002, of 22 March, regulating the Right of Association, and complementary rules. The Association has full legal capacity and to act, and is governed by Statutes and internal regulations approved by the members.

The purpose that the statutes of the Association include is to promote directly or indirectly the dissemination, improvement and support of all initiatives that support free access, use, study, modification and redistribution of content, such as projects hosted and supported by the Wikimedia Foundation, Inc..

To fulfill its purpose, the Association will carry out the following activities:

  • Organize meetings, congresses, conferences, workshops, courses or any other type of public activity aimed at disseminating the initiatives and projects that are the object of its purpose (hereinafter, "the initiatives").
  • Establish relations, collaborations and agreements with any type of public or private entities, national or international, to improve the knowledge, use and use of all initiatives, develop systems to disseminate and promote them, or receive economic, human or content resources.
  • Report adequately through any means of communication at its disposal, on its own initiative or when requested, on its own functioning and on matters related to the initiatives.
  • Any other type of activity that its bodies consider appropriate for the fulfilment of the Association's purpose.

The territorial scope is the Kingdom of Spain.

Context[edit]

The Wikimedia movement is immersed in the drafting and implementation of its strategy between now and 2030. As part of it, before Wikimedia Spain's own reflection, we have studied what has already been decided and selected our values, mission and vision so that they are in tune with the global ones, even if they do not fully match.

Values[edit]

We understand values as the set of beliefs and norms that guide and regulate the behavior and life of this organization and that constitute the support of the vision, mission, strategy and strategic objectives. These values are:

Mission[edit]

We promote the organization, diffusion and improvement of initiatives that support the access, modification and redistribution of free knowledge. We provide tools and resources so that all people, collectives and institutions can participate in the creation, compilation and dissemination of multilingual, diverse and quality content in Wikimedia projects.

Vision[edit]

We want a world in which all people can access, produce and share all knowledge in their own language, freely and for free.

Strategic objectives[edit]

After an internal six-month process of evaluation and redesign of the Wikimedia Spain 2018-2021 Strategic Plan, we have identified the main objectives and priorities for our organization. These are related to redefining internal structures and processes, building a stronger community and working continuously to get better and more diverse content included in Wikimedia projects. For the next two years, we decided that our strategic objectives will be distributed through these three programs: Content, Community and Institutional Relations and Public Policy.

Content[edit]

  • We understand that it is essential to have more diverse content. Knowledge about Wikimedia projects is not complete as long as there are several gaps, such as a lack of gender balance and diverse cultural and multimedia content.
  • The diffusion of education and culture is essential for the extension of knowledge. Having training materials on the relevance, use and creation of free knowledge, and mainly Wikimedia projects, will increase the impact of our actions and participation in our communities.

Community[edit]

  • We want to expand the presence of participants in all Wikimedia projects. Although Wikimedia Spain is characterized by geographic decentralization, we want to insist on this feature in order to reach more places. We are committed to creating active alliances and local communities throughout the country. We want to involve more people, of different language, origin, culture, gender identity and abilities.
  • We are looking for a wider, more integrated and proactive community. We have identified some of the barriers faced by our members, volunteers and partners to spread free knowledge and work with Wikimedia Projects in a meaningful way. We will take the next two years to define the processes, design and implement materials and trainings that will help us make a greater impact with our outreach efforts.

Institutional Relations and Public Policy[edit]

  • Institutions such as museums, libraries, archives, universities, research centres, cultural associations and public organizations constitute an inexhaustible source of synergies, with an immense enrichment potential for all areas of Wikimedia and free knowledge in general.
  • Wikimedia Spain understands that working on digital rights, their defense and public policies is key to raising awareness about the importance and fragility of free knowledge. This work helps us to make Wikimedia projects known to both institutions and society, to better understand the ecosystem in which we work and to protect Wikimedia projects in Spain from legal trends that compromise the values and objectives of the free knowledge movement. With this work we contribute to shaping public policies that allow people to access, create, share and remix free knowledge and protect it from possible legal threats.

Objectives[edit]

Content Program[edit]

  • Reduce content gaps in the different language versions of Wikimedia projects in Spain (e.g. gender, rural world, ethnicity, heritage).
  • Generate educational materials on the use of Wikimedia projects and free knowledge.
  • Increase the amount of audio and video files available on Wikimedia Commons.

Community Program[edit]

  • Increase community in Wikimedia projects.
  • Training the GLAM and education communities in subjects of free knowledge.
  • Increase diversity and participation of under-represented communities in Wikimedia Spain.

Institutional Relations and Public Policy Program[edit]

  • Build alliances with institutions and collectives to disseminate Wikimedia projects and increase awareness of free knowledge.
  • Participate in major events and work on promotion to increase awareness and dissemination of free knowledge.
  • Work in coordination with advocacy groups to identify and break down the greatest barriers to producing and accessing free knowledge.

Previous programmes (2019)[edit]

  1. Diversity and geographical scope. We want to enrich the presence of both content and participants in all Wikimedia projects. Although WMES is characterized by geographic decentralization, we want to insist on this attitude and reach more locations. We want to involve more people, from different origin, language, culture, sexual identity and abilities.
  2. Multimedia content. We understand that it is essential to have more and more images, videos and audios, since knowledge is not complete if these forms of transmission are not contemplated.
  3. GLAM. The cultural institutions included in the GLAM projects constitute an inexhaustible source of synergies, with an immense enrichment potential for all areas of Wikimedia and free knowledge in general.
  4. Education. We consider that we are in a key historical moment in which it is essential to foster a collaborative attitude in the dissemination of knowledge, and therefore, we understand that training centers should be steeped in the Wiki culture.

Programme diversity[edit]

  1. Increase diversity and presence of under-represented communities in WMES.
  2. Increase the participation of these collectives in Wikimedia projects.
  3. Reduce the content gap in the projects of gender, rural world, ethnicity, and culture in the different linguistic versions (8 from Spain) of the Wikimedia projects.

Programme education[edit]

  1. Develop a teacher training program.
  2. Increase participants in the Wikimedian community from educational programs.
  3. Generate educational materials on the use of Wikimedia projects and free knowledge.

Programme multimedia content[edit]

  1. Increase community in Wikimedia Commons.
  2. Get increase usable multimedia files.
  3. Increase the quantities of audio and video available in Wikimedia Commons.

Programme GLAM[edit]

  1. Train GLAM employees and communities in free knowledge issues.
  2. Get agreements through which cultural institutions release their contents and formalize them.
