Memorandum of Understanding between Wikimedia Portugal and Wiki Editoras Lx

This document serves as an agreement between the Wikimedia Affiliate Chapter Wikimedia Portugal (WMPT) and Wiki Editoras Lx to describe the conditions under which they co-exist and collaborate within the territories of Portugal and in relation to the international lusophone communities.

The aim is to clarify the differences in strategic goals, operational and thematic areas of focus, and set the modus operandi of the collaboration while respecting current organizational capacities of each entity.  

The current MoU is valid until 31st December 2026.

WM PT Roles and Responsibilities

  1. THEMATIC PRIORITIES

Wikimedia Portugal, as a national chapter of the Wikimedia Movement, serves as a first point of contact for the following thematic areas in the country (except for activities exclusively concerning gender, race and sexuality from an intersectional and decolonial perspective):

  • Advocacy for open software
  • Digital literacy (e.g. Public domain day, CC partnership)
  • Fighting disinformation (e.g. educational program)
  • Protection of minority languages in Portugal (e.g. Mirandese and Creoles)
  • General GLAM sector
  • Territorial diversity (e.g. community engagement in rural/interior areas)
  • Documentation of tangible and intangible heritage of Portugal
  • Providing information about the Wikimedia Projects, activities, and general community
  • Monitoring and engaging in public relations or public policy in Portugal on behalf of the Wikimedia movement (https://meta.wikimedia.org/wiki/Wikimedia_movement_affiliates/Frequently_asked_questions/pt)
  1. ACTIVITIES

Wikimedia Portugal organizes its work along the following types of activities in Portugal (except for activities exclusively concerning gender, race and sexuality from an intersectional and decolonial perspective):

  • Training for researchers and academics within higher education institutions;
  • Training student during BA internships (Language, Communication, Computer and Information Sciences);
  • Demonstrations of Wikimedia platforms in elementary and high schools;
  • Online and in-person workshops on Wikidata, WikiCommons and Wikipedia, for the general Wikimedia community and newcomers;
  • Organization of the following campaigns and contests: Wiki loves Earth, Wiki loves Monuments, Wiki loves Folklore. Wikidata days, Public domain day, WikiCon Portugal, Porto Meeting, and Free Software Party.
  • Support GLAM institutions to make their collections, data, metadata and research available
  • Support GLAM professionals to incorporate Wikimedia use into their work, through documentation, training or Wikimedian-in-Residence programs
  • Partner with GLAM institutions, professional associations and allied organizations to raise awareness of free culture, ethical sharing and related issues.

Wikimedia Portugal, furthermore, collaborates with the following movement entities:

  • Collaboration with Wikimedia Brasil in all fields, including GLAM interaction, strategic planning, network building and participation in Festa da Wikimedia em Português and Calilu network. This collaboration should be autonomous and not interfere with the collaboration between WELx and WMBR;
  • Collaboration with Wikimedia España in the protection of minority language of Iberian Peninsula, Public Domain Day and Women-writers editathon;
  • Collaboration with Wikimedia Deutschland in the creation and maintenance of Wikibase instances for the Academia, especially concerning the Portuguese members of the DH Wiki DARIAH working group
  • Collaboration with the Dagbani Wikimedians User Group in the formation and maintenance of user groups in Cape Verde and Guinea-Bissau for the production of contents in Portuguese about their context and the documentation and protection of the indigenous languages, also with the Wikimedia Language Diversity Hub;
  • Attends and represents Portugal at the following movement events:
    • Celtic Knot
    • Wikimania

WELx Roles and Responsibilities

  1. THEMATIC PRIORITIES

Wiki Editoras LX (WELx) are responsible for developing and advancing the reduction of knowledge gaps in Wikimedia projects in Portugal, focusing on gender, race and sexuality from an intersectional and decolonial perspective, and serves as a first point of contact for these thematic areas in the country.

In relation to the International lusophone communities outside Portugal, and in relation to other Wikimedia movement entities, Wiki Editoras LX is the point of contact in Portugal for WMF and other groups and affiliates that want to work on gender and knowledge equity issues as described below.

The work of Wiki Editoras Lx is not restricted to territories and is carried out through collaboration with partners within and outside the Wikimedia Movement, regardless of region or language, as long as the activities or projects organized are focused on our thematic priorities.

  • GLAM, Culture and Heritage:
    • Support projects and professionals interested in decolonizing and making marginalized communities and knowledge visible through their archives, curatorships and collections.
    • Train professionals on Wikimedia projects (by carrying out editing workshops and courses) through a lens of gender, decolonization and knowledge equity
  • Education:
    • Advocate for and bring awareness to gender, decolonization and equity issues on the Wikimedia Movement
    • Train educators, researchers and students groups on Wikimedia projects (by carrying out editing workshops and courses) through a lens of gender, decolonization and knowledge equity
  • Open source and Open knowledge communities in Portugal
    • Advocate for and bring awareness to gender, decolonization and equity issues
    • Promote widespread use and contribution to Wikimedia projects, by carrying out talks and training that focus on WELx thematics (eg. Festival de Tecnologia Popular de Setúbal)
    • Support these communities to promote DEI best principles
  • Media
    • Advocate and bring awareness to gender, decolonization and equity issues on the Wikimedia Movement
    • Train media professionals (by carrying out editing workshops and courses) to gain better awareness of the issues mentioned above.
  1. ACTIVITIES

WELx organizes its work through the following types of activities in Portugal:

  • Online and in-person edit-a-thons, collective editing sessions and workshops on Wikipedia, Wikimedia Commons, Wikisource, Wikiquote and Wikidata for the general Wikimedia community and newcomers, prioritizing cis women, trans and non-binary people;
  • Photo and mapping wiki walks, roundtables, reading circles and guided visits to GLAM institutions, with the purpose of gathering underrepresented knowledge on Wikimedia projects concerning gender, race and sexuality from an intersectional and decolonial perspective and promoting awareness of these to the Wikimedia Movement
  • Production of informative and educational materials, manuals, toolkits and courses about Wikimedia projects, with a focus on gender and knowledge equity, or directed to these focus groups
  • Organization of the following campaigns and competitions: Ilustratona, #VisibleWikiWomen, Art+Feminism, annual gender campaign with LATAM (part of LAC region) and Spain, Wiki for Human Rights, #SheSaid, Women in Red, BBC 100 women
  • Training for public librarians on the use of Wikimedia projects, with a focus on increasing visibility of gender-related issues and decolonizing library collections, and reaching out to our focus groups of prospective wiki editors
  • Supporting GLAM and culture and heritage institutions, professionals, civic society organizations, researchers, academics, journalists, artists and other individuals in making their collections, data and research on gender and decolonial issues available on Wikimedia projects
  • Training organized student groups or associations organized around themes that align with thematic areas of WELx (gender and decolonizing knowledge) on Wikimedia projects
  • Promotion of Wikimedia platforms in the contexts mentioned in the last three points.

WELx, furthermore, collaborates with the following movement entities:

  • Thematic groups focused on gender and/or decolonization of knowledge: Art+Feminism, Whose Knowledge?, Black Lunch Table, AfroCROWD on strategic discussions and peer-suport
  • WikiWomen* Task Force, as members of their Advisory Committee
  • Wikimedia Argentina, WikiAcción Perú, Wikimedia Uruguay, Wikimedistas de Bolivia, Wikimedia Chile, Wikimedia Colombia, Wikimedistas El Salvador, Wikimedia España, Wikimedia Mexico, Wikimedia LGBT+, Ennegreciendo Wikipedia, Wikiesfera, Art+Feminism, Projeto Mais Teoria da História na Wiki, Whose Knowledge?, Wikimujeres grupo de usuarias, WikiMuj(lh)eres Latinoamericanas, WikiEmakumeok on the annual bilingual gender campaign
  • Wikimedia Brasil, on the leadership development peer to peer network “Calilu” and on the organization of the Portuguese Speaking Wikimedia´s Global Conference “Festa da Wikimedia em Português”, and projects related to gender and other marginalized communities.  This collaboration should be autonomous and not interfere with the collaboration between WMPT and WMBR;
  • Wiki Luanda on peer-to-peer support
  • Whose Knowledge? on the Visible Wiki Women campaign
  • Art+Feminism on their annual campaign
  • Projeto Mais Teoria da História na Wiki, on co-organizing events and sharing of training and capacity resources.
  • WikiMulheres+ on peer-capacity exchanges, co-organizing of events and strategic discussions
  • WELx represents Portugal on any Wikimedia Movement activity or event that relates to gender, e.g. WikiWomen Summit on Wikimania, WikiWomen Camp, GLAM Gender conferences. In Wikimania, WELx represents the gender and decolonizing knowledge work carried out by the group in Portugal

GLAM CONFERENCE, PORTUGAL, 2025

Wikimedia Portugal and Wiki Editoras LX have joined forces to organize a conference on GLAM taking place in November 2025 in Portugal, combining aligned interests, complementary skills, and involving associated organizations (WMES, WMBR, Art+Feminism etc.). The GLAMWiki community, the largest stakeholder, will play a central role, alongside the network of Wikimedians in Residence, to staff and lead the committees, which will design a comprehensive event program and manage the scholarship selection process, ensuring that community members who would benefit most can attend.

As part of the application for a WMF conference grant, Wikimedia Portugal and Wiki Editoras LX have jointly developed an ARCI matrix/framework of roles and responsibilities (https://drive.google.com/file/d/11N6Sh46QUsZY0wYPFXjUuMOdZbt8EAvc/view?usp=drive_link) in relation to their involvement. This includes a paid staff member to provide ongoing support to the Event Manager, which will be secured by WELx. Additionally, they have established a resourcing structure in which Rute Correia and Ana Cravo support the Program Committee, while Ana Bragança and Carlos Silva support the Scholarship Committee.

The organizers have also agreed that Wiki Editoras LX will be responsible for the external communication of the Conference, both on social media and on-wiki (eg. Diff). Meanwhile, WMPT will oversee engagement with GLAM+CH institutions in close cooperation with WELx, financial management, and scholarship accommodation.

Modus operandi

Key assumptions:

  • Both parties respect the thematic priorities, and the contact networks of the other.
  • “Overlapping activity” is considered to be the celebration of events in the above-mentioned thematic priorities and events with similar characteristics to those already organized by one party. In cases in which thematic overlapping activities are unavoidable, one-month advance notice is agreed to discuss planned activities to ensure that activities do not contradict, create confusion or duplicate efforts.
  • For the purposes of jointly organizing events, partnerships and collaborations, Wiki Editoras LX is officially represented by the members of the coordination. Any communication for these purposes must therefore be addressed to the group's coordinators. The volunteer members of Wiki Editoras LX do not answer for the group officially, nor in the context of participating in activities or events organized by WMPT.
  • Similarly, WMPT volunteer members do not officially represent the Chapter. For the purposes of jointly organizing events, partnerships and collaborations, WMPT is represented by its Board and Staff only, and any communication for these purposes must be addressed to the group’s official representatives.

Both parties agree to:

  • Attend a meeting held at the beginning of each year to present the respective activity plans to each other, to avoid overlapping events and topics.
  • Subscribe to each other's event calendars on META/website/Shared calendar, which will be updated monthly.
  • Ensure that in the event of a joint effort, for reasons of internal organization, collaborations in events, partnerships and collaborations will be proposed at least two months in advance.
  • Coordinate follow-up activities with new contacts in relation to the parties of this agreement according to the thematic priorities and activities described above.
