What lessons were learned that may help others succeed in similar projects, or that may change the way you are doing this project?
  • We noticed several things:
  • We experienced a bottleneck when it comes to office and employee utilization: too many programmatic and administration activities and great interest for meetings by potential partners have overwhelmed our employee. Having another employee would benefit the office and WMRS itself.
  • As learned from several of our projects, it's important to make a lot of effort towards bringing new volunteers to the organization and keeping them interested in the projects.
  • From time to time, we experienced project management bottleneck -- it's important to keep as many people acquainted with the basic facts and information about ongoing projects.
  • It's beneficial to invest more in technical equipment for the office from the start, because more expensive the equipment, more durable it is; cheaper equipment tends to break faster, so in the long run, it's better to spend more in the beginning.
What went well, or is going well?

The use of the office space is going very well, even better than in Q1. We've held much more meetings in the office than in the first quarter, which had a direct impact on our projects and activities. Also, we have been approached by third parties more often than before, possibly because we now appear to be much more professional.

What did not go well, or is not going well?

Collecting monetary donations (aside from the annual grant) is not going very well, perhaps due to the mentality of people in Serbia, where there is no culture of donating to a cause except for humanitarian activities. Also, we're not fully satisfied with the execution dynamics of our projects, as we've a bit behind schedule on a few of them.

From your answers above, do you plan to change anything you are doing as your project continues?

We plan to change the pace of some of our projects, in an effort to speed them up and conclude them in due time. We also intend on experimenting with some other options with regards to fund raising.

Do you expect to reach your project's goal? Why or why not?

Yes, we plan to reach our goals for most (if not all) of our projects. Even though some projects are a bit behind, there's still ample time, about half a year, to carry them out.

Provide an overall assessment of how your project is going according to the measures of success present in your grant submission (if applicable).

Activity report for February - April 2013[edit]

Secretariat: Office and the first employee[edit]

A significant increase in the number of meetings and workshops held in the office was noted in the second quarter of the realization of our annual plan. This is due to our greater activity, new projects that have started, but also due to the availability of the office. The degree of utilization is perhaps best noticed in the fact that the office space was also used during the days that the office should have been closed (Saturdays and Sundays). This occurred mostly because of the employee’s tight schedule and because of the workshops that were organized during the weekend.

The Secretary General (employee) has actively participated in several projects, but also in numerous meetings with potential partners. In these three months, he has taken part in over 120 different activities (meetings, workshops, lectures etc.).

We can conclude that it has been shown in this quarter that the idea of opening an office and hiring our first employee was justified. This also gives support to the future existence of the office and the employee. Additionally, this period showed us the first signs of bottleneck with regards to fulfilling all ideas and plans, because the magnitude of obligations exceeds the capabilities of just one employee. With this in mind, the board is carefully considering the idea of hiring another employee.

Board[edit]

The board has held four regular monthly meetings, during which board members have discussed activity reports, made operative decisions and developed strategic plans. Reports of these meetings have been sent to members of Wikimedia Serbia. One of those meetings was open to all members, and several interested chapter members have participated in it.

During the General Assembly, the composition of the board changed: two new members have been elected and they have quickly integrated in the works of the board.

Media board[edit]

In this quarter, the Media board has mostly worked on translations and writing texts for Wikimedia Serbia blog. It has also actively participated in writing press releases and rebuttals because of news articles in Serbian media containing falsehoods about Serbian Wikipedia. This was the first time that the Media board was involved in reacting to false statements in the news. Additionally, members of the Media board worked on preparing the next Wikiexpedition and WLM travelling exhibition.


General Assembly[edit]

The tenth regular General Assembly of Wikimedia Serbia was held on February 24. During the assembly, we slightly changed the Bylaws of the organization and approved the financial report for 2012. New chapter members were approved and we divided the members into three categories: regular, associate and honorary members. We re-elected the chapter President and elected the Vice-president and new board members. We changed the Hiring Policy and in order to spend money as appropriately as possible, we approved the Travel Policy. During the assembly, the existence of the Academy board was approved and the Grants board was founded.

Educational projects[edit]

During this period, we established cooperation and held activities in three gymnasiums and four faculties in Belgrade. The Academy board, which is tasked with managing educational projects, has participated in the development of a new project: “Wiki Loves Science”. We also had a representative in the Educational Program on Wikipedia seminar during the Wikimedia Conference in Milan.

GLAM[edit]

Aeronautical Museum: After a managerial reorganization within the museum, we have continued negotiations and cooperation related to placing QR codes in the museum. We have started preparing the selection of new images and writing new texts about museum’s exhibits.

Center of Fine Arts and Education Šumatovačka: Wikimedia Serbia has made contact with the Center in 2012, but the realization of a joint project was postponed because of the Center’s internal issues. At the end of April, the Center has expressed their wish to continue our cooperation.

Digital Belgrade - QR codes in public places: In order to promote QRpedia and QR codes and to realize the project of placing QR codes in public places, we have talked with people from state and city agencies, whose jurisdiction monuments in Belgrade are under. There are signs of support in principle and we have made plans for continuing the negotiations and cooperation. At the Faculty of Organization Sciences, a group was formed by students interested in making the codes and placing them around the city, and the team is led by teacher’s assistant Svetlana Jovanović. We also talked with representatives from the Faculty of Philology about the possibility of having their students write/translate articles about Serbian cultural monuments from Serbian to other languages.

QR(pedia) codes in Dimitrovgrad: Wikimedia Serbia has hosted guests from Dimitrovgrad, who were interested in our activities, and especially in placing QR codes in public places in their town. We are planning on continuing the cooperation in the following period.

Creative Commons[edit]

As a part of the CC project, representatives of Wikimedia Serbia participated in the international discussion about the draft Creative Commons 4.0 licence, with a special emphasis on national legislation. Also, at the end of April, work on creating a new local CC site has begun.

Wiki Loves Science[edit]

On the occasion of the World Intellectual Property Day, as a part of the Wiki Loves Science project, a debate “Open Science” was held on April 26 in Youth Center of Belgrade, in cooperation with leading experts in the area of open scientific content. The focus of the debate was supporting the implementation of open juristic models in accordance with international standards.

WLM 2012[edit]

Even though WLM 2012 is long past, Wikimedia Serbia is still working on promoting the winning photos of the local competition. As part of the promotion, we worked on finding partners and organizing exhibitions. We are planning to hold a WLM exhibition in Negotin.

Read Wikipedia[edit]

After visiting our partners in Novi Sad (which was covered in the previous quarterly report), the project team made a selection of about 100 articles, who are in the preparation phase for automatic software reading.

New projects[edit]

Guided by our current Strategy, Wikimedia Serbia has progressively worked on increasing the quantity and quality of Wikimedia projects. Beside education projects, where one of the goals was creating new articles on Wikipedia, we started new projects on Wiktionary and Wikibooks.

Wiktionary: 1001 Arabic Words - Within Wikimedia Serbia office, we started with the project “1001 Arabic Words” during the middle of February. Preparations for this project lasted two months and consisted of finding participants (volunteers) and technical preparations. Students of Arabistics from the Faculty of Philology at University of Belgrade created a team of 6 participants, who are working on creating new words on Serbian Wiktionary. The project was symbolically titled “1001 Arabic Words”. Beside the basic word translations, every word-article contains usage examples, etymology, pronunciation, synonyms and antonyms, grammar inflection, derivatives, graphical overview and word examples through expressions and proverbs.

Since the beginning of the project until the end of April, articles about 250 words have been created. Beside creating articles about words, students have been working on writing articles about Arabic language and its grammar for Serbian Wikipedia.

Great enthusiasm by the participants of the project has been noticed, as well as their wish to take part in other projects. Their wish to hold meetings in the office three times a week in order to work in the team speaks in support of this.

After having created the 101. word, we published press releases, which were relayed by several media, as well as a blog post for WMF and WMRS blogs. This was the first trilingual (Serbian, English and Arabic) press release published by WMRS. On the occasion of the 101. word, an internal team gathering was held, in order to strengthen the enthusiasm and personal relations.

Wikibooks: Japanese cookbook - In cooperation with the cultural center Nea Pangea, Wikimedia Serbia has established cooperation with the author of the book “My Japanese Cookbook” - the first Japanese cookbook published in Serbia, at the end of 2009. The author allowed the publishing of all his recipes under CC license. With this action, we have stirred the activity of Wikicookbook in Serbian language, which was until recently quite inactive.

Media[edit]

In the second quarter, Wikimedia Serbia had a more progressive media appearance, results of which are about 30 media appearances, seven blog posts and dozens of posts on social media such as Facebook and Twitter.

Media appearances[edit]

The period from February to April was covered quite well by the media. On the occasions of the 10th anniversary of Serbian Wikipedia and 8th anniversary of the first Wikimedian meetup in Belgrade, Wikimedia Serbia issued a press release, which was published by numerous media.

Beside the anniversaries, media was sent the release about “1001 Arabic Words”. This release was published by Telegraf and Ekonomist, while the daily paper Blic made a special interview with the participants.

Aside from reporting about events in the Wikimedia community, the media also wrote independent reportages about WIkipedia. We had an interview for a radio show, as well as for a weekly paper NIN.

Wikimedia Serbia also reacted to false allegations in media by sending rebuttals.

Blog[edit]

This quarter saw the continuing of informing the public through the blog. Beside the original blog posts, the volunteers, mainly Media board members, translated blog posts from the WMF blog. This way the “global information” were made more accessible to the local readership. Eight posts were published during this quarter. Also, all of the public announcements were posted on the blog.

At the end of the quarter a hacking attack on the site occurred, the second of the kind on the Wikimedia Serbia sites.

Wikimedia Serbia Library[edit]

In this quarter, the corpus of the newly formed Wikimedia Serbia Library was increased by 40%. In order to make the collection more accessible to users, we have started a library site at http://library.wikimedia.rs/. The website is actively updated with new information.

Among the books, there are several valuable publications from the late 19th century. The books and publications have mostly been used for citing, referencing and providing general information.

International Cooperation[edit]

Beside taking parts in discussions on mailing lists, Wikimedia Serbia had delegates in:

  • GLAM Conference 2013 in London
  • Wikimedia Conference 2013 in Milan

Cooperation with partner organizations[edit]

ISOC: Within the partnership with the local chapter of Internet Society on the project “Casting a Wider Web”, members of Wikimedia Serbia also worked on promoting Wikimedia Serbia and acquainting Members of Parliament with its ideas and mission.

Nea Pangea: In cooperation with the cultural center Nea Pangea, we have started new projects (e.g. 1001 Arabic Words) and made contact with other organizations and embassies. We have participated with representatives of this organization in the knowledge fair “World to You”, which was organized by student organization AIESEC, as a part of the international project Global Leaders’ Summit.

Association of friends of Lusophony: In cooperation with the Association of friends of Lusophony, we have worked on translating featured articles from Portuguese to Serbian Wikipedia. The focus was on articles related to Portugal, so consequently that topic was greatly enriched.

UNipedia: We have made contact and started cooperation with the University of Niš (Niš is the third largest city in Serbia), through the project UNipedia, which was approved by the committee of the program “Move Yourself for the Future” and will be carried out in the next year, starting May 1. It was agreed for members of Wikimedia Serbia to teach students in Niš about editing Wikipedia.

Wikimedian meetups[edit]

Aside from taking part in numerous activities, Wikipedians had an opportunity to meet in special meetups. Three such meetings were held in the office.

  • Celebrating 10 years of Wikipedia in Serbian language
  • Celebrating 8 years since the first Wikimedian meetup

Извештај о активностима за фебруар - април 2013.[edit]

Секретаријат: Канцеларија и први запослени[edit]

У другом кварталу реализације годишњег плана примећен је знатни пораст броја састанака и радионица одржаних у просторијама канцеларије. То је резултат прогресивнијег рада, покретања нових пројеката, али и доступности саме канцеларије. Степен коришћења можда се најбоље уочава из чињенице да се канцеларијски простор користио и у данима који су планирани као нерадни (субота и недеља). То се дешавало углавном због “густог” распореда запосленог и обавеза да присуствује састанцима и радионицама које су организованe током викенда.

Генерални секретар (запослени) активно је учествовао у неколико пројеката, али и у бројним састанцима са потенцијалним партнерима. За три месеца учестовао је у преко 120 различитих активности (састанака, радионица, предавања и сл.).

Може се закључити да је овај квартал показао да је идеја отварања канцеларије и запошљавања првог радника била оправдана. Ово такође дајe подршку за будуће постојање канцеларије и радника. Такође, у овом периоду појавили су се и први знаци “уског грла” за могућност реализације свих идеја и планова, јер обим послова превазилази могућности само једног радника. Због тога УО пажљиво разматра идеју запошљавање још једног.

Управни одбор[edit]

Управни одбор је одржао четири редовна месечна састанка, на којима су разматрани извештаји о активности, доношене оперативне одлуке и развијани стратешки планови. Извештаји са свих састанака послати су чланству Викимедије Србије, а један од тих састанака био је отворен за све чланове и у њему су учествовали сви заинтересовани.

Одлуком Скупштине дошло је до измена састава Управног одбора -- изабрана су два нова члана, која су се брзо интегрисала у рад Управног одбора.

Медијски одбор[edit]

Медијски одбор је у овом кварталу највише радио на превођењу и писању текстова за блог Викимедије Србије. Такође, активно је учествовао у писању саопштења за јавност и демантија због појављивања нетачних текстова о Википедији на српском језику у домаћим медијима. Ово је био први пут да је Медијски одбор био ангажован за реаговање на нетачне написе у новинама. Такође, чланови овог одбора радили су на припреми Викиекспедиције и ВЛМ путујуће изложбе.

Скупштина[edit]

Десето редовно заседање Скупштине Викимедије Србије било је 24. фебруара. На јубиларном заседању промењен је Статут удружења и усвојен је финансијског извештаја за 2012 годину. Потврђени су нови чланови и извршена је подела чланства по категоријама: редовни, придружени и почасни. Извршен је реизбор председника и избор потпредседника удружења, као и избор нових чланова Управног одбора. Дошло је до измена у Политици радног ангажовања, а да би се на што сврсисходнији начин трошио новац, донета је и Политика путовања. Ова скупштина потврдила је постојање Академског одбора и основала Одбор за грантове.

Едукативни пројекти[edit]

У овом периоду остварена је сарадња и реализоване су активности у три гимназије и на четири факултета у Београду. Академски одбор који реализује едукативне пројекте учествовао је у развоју новог пројекта „Вики воли науку“. Имали смо представника на семинару Едукативних програма на Википедији у оквиру Викимедија конференције у Милану.

ГЛАМ[edit]

Музеј ваздухопловства: Након управљачке реорганизације у Музеју настављени су преговори и сарадња на постављању QR кодова у музеју. Почеле су припреме на избору нових слика и писању текстова о експонатима.

Центар за ликовно образовање Шуматовачка: Викимедија Србије је 2012. године ступила у контакт са Центром, али је реализација пројекта била одложена због интерних дешавања Центра. Крајем априла Центар је изразио жељу за наставком сарадње.

Дигитални Београд - QR кодови на јавним местима: У циљу промовисања QRпедије и QR кодова и реализације пројекта постављања QR кодова на јавним местима, разговарало се са људима из републичких, али и градских органа под чијом су надлежношћу споменици у Београду. Добили смо усмену подршку и начелну сагласност, и договорен је наставак преговора и реализација сарадње. На Факултету организационих наука (ФОН) формирана је група студената заинтересованих за прављење кодова и њихово постављање, а тим предводи асистенткиња Светлана Јовановић. Са Филолошким факултетом је разговарано о могућности укључивања њихових студената у писање/превођење чланака о српским споменицима културе са српског на друге језике.

QR(педиа) кодови у Димитровграду: Викимедија Србије је примила госте из Димитровграда, који су били заинтересовани за презентацију наших активности, а посебно за постављање QR кодова на јавним местима. Наставак сарадње је планиран за предстојећи период.

Кријејтив комонс[edit]

У оквиру ЦЦ пројекта, представници ЦЦ Србије су учествовали у међународној дискусији о нацрту ЦЦ 4.0 лиценце, са посебним освртом на национално законодавство. Такође, крајем априла је започет рад на стварању новог локалног ЦЦ сајта.

Вики воли науку[edit]

Поводом Светског дана интелектуалне својине, 26. априла је у оквиру пројекта Вики воли науку, у Дому омладине Београда, у сарадњи са водећим експертима у области отворених научних садржаја, одржана трибина Отворена наука, чији је фокус подржавање имплементације отворених правних модела у складу с међународним стандардима.

ВЛМ 2012[edit]

Иако је ВЛМ 2012 одавно прошо, Викимедија Србије и даље ради на промоцији победничких слика са локалног такмичења. У склопу промоције, радило се на проналажењу партнера и организацији изложби. Планирано је да се одржи ВЛМ изложба у Неготину.

Прочитана Википедија[edit]

Након посете партнера у Новом Саду (о чему је било речи у претходном извештају), пројектни тим извршио је селекцију од око 100 чланака, који су у фази припреме за софтверско читање.

Нови пројекти[edit]

Водећи се актуелном Стратегијом, Викимедија Србије је прогресивно радила на побољшању квантитета и квалитета Викимедијиних пројеката. Поред едукативних пројеката чији је један од циљева повећање броја чланака на Википедији, покренути су и нови пројекти на Викиречнику и Викикњигама.

Викиречник: 1001 арапска реч: У канцеларији Викимедије Србије је половином фебруара почела реализација пројекта 1001 арапска реч. Припреме за овај пројекат трајале су два месеца, а састојале су се од проналажења учесника - волонтера и техничких припрема за почетак рада. Студенти арабистике са Филолошког факултета направили су тим од шест учесника, који раде на уношењу арапских речи на Викиречнику на српском језику. Пројекат је симболично назван 1001 арапска реч. Поред основног превода речи, за сваку реч су дати примери употребе, затим етимологија, изговор, синоними и антоними, граматичке промене, изведенице и графички приказ. Ту су и примери употребе речи у реченици кроз пословице.

Од почетка пројекта па до краја априла, унето је око 250 појмова. Поред уношења речи, студенти су радили и на писању чланака о арапском језику и његовој граматици.

Запажен је велики ентузијазам учесника на пројекту и њихова жеља да се укључе у друге пројекте. У прилог томе иде и њихова жеља да се три пута недељно окупљају у канцеларији како би тимски радили на пројекту.

По уносу 101. речи, написана су саопштења која су пренета од стране неколико медија, а такође и блог пост за WМФ и WМРС блог. Ово је било прво тројезично (српски, енглески и арапски) саопштење издато од стране WМРС. Поводом уноса 101. речи организовано је интерно дружење са члановима тима, како би се ојачао ентузијазам и лични односи.

Викикњиге: Јапански кувар - Уз сарадњу са културним центром Неа Пангеа, Викимедија Србије је успоставила сарадњу са аутором књиге “Мој јапански кувар” - првог јапанског кувара објављеног у Србији крајем 2009. године. Аутор кувара је дозволио објављивање свих рецепата под ЦЦ лиценцом. Овом акцијом је поново покренута активност на до тада мало активном Викикувару.

Медији[edit]

У другом кварталу Викимедија Србије имала је прогресивнији медијски наступ. Резултати тога су око четрдесет појављивања у медијима, седам блог постова, и на десетине постова на друштвеним мрежама Фејсбук и Тwиттер.

Појављивање у медијима[edit]

Период од почетка фебруара до краја априла био је добро медијски пропраћен. Поводом годишњица покретања Википедије на српском језику и годишњице првог сусрета Викимедијанаца, Викимедија Србије је издала саопштења за јавност, која су пренули бројни медији.

Поред годишњица, медијима је посалато саопштење о пројекту 1001. арапска реч. Ово саопшење пренели су Телеграф и Економист, док је дневник Блиц урадио посебан интервју са учесницима.

Поред извештавања о догађајима у Викимедијиној заједници, медији су писали и независне репортаже о Википедији.

Забележен је и један интервју за радио емисију, као и за недељник НИН.

Викимедија Србије реаговала је и на неистините написе у медијима слањем демантија.

Блог[edit]

Током овог квартала настављено је информисање корисника путем блога. Поред писања сопствених постова, волонтери су, махом чланови МО, преводили блог постове са блога Задужбине и тиме информације “са глобалног нивоа” чинили доступније локалним читаоцима. У овом кварталу постављено је седам новости. Такође, сва саопштења за јавност постављена су на сајту блога.

Крајем квартала забележен је хакерски напад, друге ове врсте на сајтовима Викимедије Србије.

Библиотека Викимедије Србије[edit]

У овом кварталу фонд новоформиране библиотеке Викимедије Србије повећан је за 40%. Како би фонд био доступнији корисницима, покренут је сајт библиотеке на адреси хттп://либрарy.wикимедиа.рс/. Сајт се активно ажурира и допуњује новим информацијама.

Међу књигама налазе се неколико вредних издања с краја 19. века. Књиге су највише коришћене за цитирање, референцирање и информисање.

Међународна сарадња[edit]

Поред учешћа у разговорима на мејлинг листама, Викимедија Србије је имала делегате на:

  • ГЛАМ конференцији 2013 у Лондону;
  • Викимедијиној Конференцији 2013 у Милану.

Сарадња са партнерским организацијама[edit]

ИСОЦ: У оквиру партнерства са локалним огранком Интернет друштва на пројекту “Цастинг а Wидер Wеб”, чланови Викимедије Србије су радили и на промоцији Викимедије Србије и упознавању народних посланика са њеним идејама и мисијом.

Неа Пангеа: У сарадњи са културним центром Неа Пангеа започели смо нове пројекте (нпр. 1001 арапска реч) и ступили у контакт са другим организацијама и амбасадама. Са представницима ове организације наступили смо на сајму знања “Wорлд то Yоу”, који је организовала студентска организација АИЕСЕЦ у оквиру интернационалног пројекта Глобал Леадерс’ Суммит.

Удружење пријатеља лузофоније: У сарадњи са “Удружењем пријатеља лузофоније” радили смо на превођењу сјајних чланака са Википедије на португалском на Википедију на српском језику. Фокус су били чланци у вези са Португалом, због чега је знатно обогаћена ова област.

УНипедиа: Остварен је контакт и започета сарадња са Универзитетом у Нишу (Ниш је 3. град по величини у Србији), кроз пројекат УНипедиа, који је одобрен од стране комисије програма “Покрени се за будућност” и биће реализован наредних годину дана, почевши од 1. маја. Договорено је да чланови Викимедије Србије обучавају студенте у Нишу у уређивању Википедије.

Окупљање Викимедијанаца[edit]

Поред учешћа у бројним активностима, Википедијанци су имали прилике за дружење на посебно намењеним састанцима за то. Организована су три окупљања.

Догађаји[edit]

Ради промоције пројеката али и јачања друштвених односа, у просторијама канцеларије је организовано:

  • Обележавање 10 година постојања Википедије на српском језику
  • Обележавање 8 година од првог састанка википедијанаца
  • Обележавање уноса 101. арапске речи
