Remove caseless modifiers

Since TitleBlacklist extension is case insensitive by default, I propose to simplify the regex patterns as done in [1]. Dalba 02:56, 8 August 2020 (UTC)

I propose modifying the line .*tests? positive.*
to .*test(s|ed)? positive.*

Fix pseudo IPs rule
Despite:
