The Wikimedia Finance Department is the main body responsible for all the book-keeping, budgeting and fundraising of the Wikimedia Foundation. You can view the official budget.
It is headed by the Chief Financial Officer, in close partnership with the Grants department and the Developer Liaison.
Note: The fiscal year for the Wikimedia Foundation starts on 1 July and ends on 30 June the following calendar year. But for the sake of simplicity, we still use a calendar year naming system. So the current fiscal year is the period from Q3 2005 to the end of Q2 2006. This is only important for internal accounting purposes.
