As framed currently, this suggestion might already have a really bad branding problem :) Rather than looking for the bad behavior I'd suggest designing the program around good behavior evaluation. Support this with some reputation currency system around the "quality" of the interactions and achieved outcome (solved/unsolved). This is an interesting idea but it needs to be fully supported by the community for it to work. Nobody likes to be spied on, particularly if you are an active Wikipedian (it's totally against the grain:). Right now there seems to be a pretty good system for evaluating the hard skills (content contribution and curation) and a less obvious one for the soft skills (quality of interactions, conflict generation/resolution, "social behavior"...) 24.0.133.234 I'd add that the process of designing this is in itself a great opportunity to rally early supporters, get valuable intel on areas to focus and behavior patterns. a pilot might not be a fully functioning complete program but it should give a good idea of workability (or not).
