What is the problem you're trying to solve?

We are not the first online community to try to deal with harassment problems. There is a significant history of experimentation and academic research that we should learn from before we try to re-invent the wheel.

What is your solution?

We should follow the successful example provided by Riot Games[1] and invite collaboration with experts and academics, as well as getting ideas from other communities that have dealt with these problems. We should also apply rigorous scientific experimentation rather than just assuming that our first ideas will be the best.
