This is a clear fork of b:How To Build A Computer, which was a book of the month winner and certainly not something kicked off of Wikibooks. The content is there, and I fail to see why this was even put here on Meta in the first place. The "How-to" proposal may have some merit, but I couldn't even find this content on the supposed place this was going to be at. If you really want to develop this content, do so on Wikibooks.
