Last week I noticed that Oscar had mentioned me on the foundation-list.

Oscar has used those words of Jimbo to defend his actions at Wikipedia-NL. (see here)
However his statement is incorrect. Therefore I have asked him to correct his statement here. As Oscar is not willing to do so, I will correct it myself then.

Background

Waerth had been bullying other users for more than one and a half month. You can see a list that I compiled here: http://nl.wikipedia.org/wiki/Gebruiker:Muijz/Dossier-Waerth (Sorry, in Dutch only.)
Apparently Waerth felt he was to decide which users were allowed to edit pages related to Thailand, and which not - he perceived those pages as his own articles.

At March 5th alone Waerth was engaged in 26 (!) cases of yelling, bullying and so on.
One of the incidents consisted of Waerth starting a page where he accused several users of overt racism, among other things.
I've send an email about that to Jimbo, asking what to do. Later on I informed Jimbo I would ask for a block for Waerth.

Waerth didn't get a warning for his behavior until I stepped in and gave him a warning. As a result Waerth threatened me by email with a total war - inside and outside Wikipedia - which is totally unacceptable of course.
I have forwarded his email to our Dutch sysops, but no action was taken.

Apart from threatening me by email Waerth started provocations on the wiki, related to my last name.
I had an IRC-chat with Oscar among others, and we agreed upon removing Waerths provocations.
Oscar emptied the page where users were discredited, and I removed the provocations from Waerths talkpage.

To my action Waerth replied with "FLIKKER OP VAL DOOD KREEG DE TERING EN ALLE ENGE ZIEKTES" etc. etc. ("FUCK OFF DROP DEAD ATTRACT SCARY DISEASES" etc. etc.). For that Waerth finally got a block - a block of one hour.
This was his first block after more than one and a half month of yelling, bullying, bickering, insulting users, threatening users and so on.

Whereupon Waerth reverted my removal of his provocations, and I removed those again. Then Waerth started yelling at IRC. I kindly asked him to leave the channel, but he refused to do so. Galwaygirl asked him to behave, but Waerth refused to do so. Instead, he began attacking me on IRC. I've listened to him patiently.
Waerth apparently was under the impression that he could tell me what to do. I was to leave him alone. Only if I complied, he would stop his attacks on me. (Oscar wasn't aware of this, as he joined IRC later on.)

In the middle of the night (around 3 o' clock) I desperately wanted to get some sleep after a very exhausting day with attacks by Waerth.
But Waerth, enforced by sysops CE and Oscar, wanted me to give in.

As I have pointed out later to Oscar and Galwaygirl and others: bullying and threats can never be subject to negotiations.
Bullying and threats should be stopped unconditionally on first notice, and if a user fails to do so he/she should be blocked.

Now that I didn't want to adhere to Waerths point of view, I was blocked. The idea was that I should sort out things with Waerth; the guy that had attacked, bullied, threatened, provoked and insulted me, because he wanted me to leave him alone while he was bullying and attacking my colleagues.
Needless to say there was nothing to sort out here.

My request for a block of Waerth was ignored, because - as Oscar pointed out to me - Waerth already had been heavily punished since he was no longer a steward. (Which has very little to do with NL of course.)
