Abstract:

The invisible tax of free knowledge is a concept that describes the degree of excludability of free knowledge as a result of socio-economic factors, such as digital divide, net neutrality and censorship. This research presents a model of free knowledge as a public good, which is calibrated with data from the Wikimedia projects in the CEE region. The results reveal the degree of excludability of the Wikimedia projects and measure the losses of free knowledge across the CEE region.

How will this session be beneficial for the communities in the region of CEE?

The members of the CEE communities will learn a novel research-based approach to measure the losses of free knowledge on the Wikimedia projects, which may be useful in their advocacy work as well as planning of future outreach activities. Furthermore, the results may be of importance for the CEE Hub in mapping countries so that programmes and initiatives to reduce the excludability are planned and targeted more efficiently.
