Summary: Anonymous contributors frequently need to be monitored to ensure their contributions are in good faith. If there were specific people, Wikimedia Monitors, who can log-in and identify themselves to any anonymous contributors who make changes, then an anonymous person might be able to edit a page which ordinarily might be locked for edits. One Wikimedia Monitor might be able to handle (or monitor) multiple contributors at a time.
