maybe should be:
- Administrators or others with access to the blocking and unblocking interface
- may still block and unblock others while blocked, but cannot unblock themselves.

- I have moved some of the text around to align blocked users and administrative function. I will see if anyone else plays with it, and once stable I will push it through to translation. — billinghurst sDrewth 01:46, 21 April 2021 (UTC)
