Suggest converting default template to be noauto equivalent

With this template, it is now pretty well that the vast majority of rights are given to administrators where the community has translated their documentation. That being the case, I suggest that we amend this template so that the default is equivalent to noauto=1 and we apply the component about translatewiki by use of a parameter.
