OTRS[edit]

I would like to get confirmation that the copyright holder has given permission (via email) to use an image on Wikipedia. I thought OTRS would be the best way to do this but I cannot figure out how it works. Can you (or anyone watching) explain what I'm supposed to do, or point me to how-to guide (I found OTRS and Login but they don't tell me how to start). Here is how it works. You tell the owner to email at permissions@wikimedia.org and send you a copy. The email must contain an specific license (be it GFDL, creative commons, etc) and the name of the image being uploaded.
When you get it, uplaod the file and put on the description "a confirmation was sent to OTRS". Then someone with access to the system (like me or other personnel) will visit the image and add a confirmation note.
