Spam-blacklist is perhaps the most edited page on the domain. The criteria for link addition is uncertain. Most links are listed when it has been added by only one IP or account.

There is no logging. The reason is, generally, writen on edit summary, but it contains only the name or IP of the user that spammed the link and there isn't a page where some can go to know why a certain link was added. There are a few requests for link removal on which sysops couldn't recall the reasons for addition.

There is no WikiProject for that. The talk page can be used to ask an addition, but sysops can add them with no discussion. User from the group "Interface pages editors" can edit the page to fix or improve the code, but can't decide what to add or remove.
