Blocked for incorrect IP address

This may be off topic but have been blocked twice by incorrect IP address. I have made numerous requests to have this corrected. Asilvering offered to help me but I can't even contact him. But I can't even contact him. I made a donation this year but forget it. No wonder people made. THIS IS DEPLORABLE. I can't even contact the editor that wants to help me. I want help from Asilvering. How do I get it?
