Improve reFill, make it work with PDFs (Community Wishlist/W26)

Description

reFill's scraping is sometimes incomplete.

Also, it doesn't work with PDFs.

Rework refill 2 so that it does not open a new browser tab.

Have refill 2 generate an edit comment in the local language linking to its Wikipedia page (as refill 1 did).

Try to generate a better title than "<sitename> - Login required" based on other parts of the URL.

Have reFill use localized templates, so that one does not need to make a ProveIt pass after it to translate.

reFill 2 sometimes inserts old parameters.

reFill 2 sometimes wrongly replaces specific URLs and titles with generic ones.
