There are four general stages in an evaluation process. While all evaluations should engage in activities associated with each stage different types of evaluation do so to varying degree.
The four stages are not necessarily linear, and most often occur in iterations along the pathway of evaluation. For example, a program may cycle through several iterations of identification, design, and implementation before you enter into a stage appropriate for completion and feedback. Even then, you are likely to identify new ideas that need to be designed and implemented again.
Strategies from different types of evaluation may also occur within the different stages of a comprehensive evaluation. In the following pages, we have highlighted the stages in which a comprehensive evaluation might engage the different evaluation types.
