These small products can be provided on GitHub, and used to build new open source tools from that by forking an existing project. Workload is pretty small 5-10h (e.g. Wikipedia2Wikiversity), 35h for ImageMapEditor to remove server dependecies and create a tool that works completely offline.

Looking on Grant Proposals, the amount for hiring a programmer/student for those tools will be between 100 and 1000 Euro 5h person hours of workload. I am not sure if that improvements should be part of grant proposals and how they could be incorporated in a larger strategic evolution of HTML5 support tools for MediaWiki. --Bert Niehaus (talk) 07:10, 28 October 2017 (UTC)[reply]
