FOSDEM CoC as sample

The FOSDEM code of conduct is a no bullshit approach, ie from a point of view conference participants won't commit infractions to the code of conduct. As such, it received a fair lot of criticisms from other CoC proponents.

This organisation have struggled to offer one, see for example http://www.sarahmei.com/blog/2015/02/01/the-fosdem-conundrum/. Later, reception for new code of conduct are mixed to good, ie not as good as other codes.

As such, I've added a small note to warn it's perhaps not the most appropriate sample events can use as a base.
