What is the problem you're trying to solve?

One species of persecution is a «blocked indefinitely» for various reasons. In those projects where there is no arbitration, participants simply can not appeal the decision, did not allow participants pursuers. Typically, experienced members to block indefinitely for political and economic reasons.

What is your solution?

In those projects where there is no arbitration and user blocked indefinitely, and blocked user has more than 2 years of experience and more than 10,000 edits in this project, could formally appeal against its lock into the global Committee (global arbitration).
