What is the problem you're trying to solve?

A key issue for dispute resolution on the English Wikipedia is that administrators and the arbitration committee fail to recognize harassment, and as a result often make it worse. The committee, in particular, faces the same problem courts face, namely that harassers may use cases to further the harassment. Several arbitration cases have become platforms for this, to the great distress of the targets.

What is your solution?

My suggestion is that the Wikimedia Foundation hire a harassment expert to act as an on-call consultant to arbitration committees, administrators and the Foundation, and to help Wikimedia communities identify harassment and avoid inadvertently taking part in it. It should be someone with an academic or professional background in the field, so that a fresh and informed perspective is brought to the issue.
