Movement Charter/Drafting Committee/Reports/Communications mid-point evaluation report

This evaluation is based on the Communication & Outreach Plan which was operational from September to December 2022 and implemented by the Movement Charter Drafting Committee, active from September to December 2022.

The purpose of this mid-point evaluation was to assess the effectiveness of the current communications of the MCDC to the Wikimedia movement and, based on the key findings, provide recommendations for improvement. The "mid-point" here refers to the mid-point in the Movement Charter drafting process with an aim to evaluate what works and what changes need to be added to the ongoing communication practices until the Charter ratification.

This mid-point evaluation included interviews with eight community members with varied roles and experiences, including a member of the CEE Hub Steering Committee, a former WMF Board member, and Wikimedia organizers from the LATAM region, Sub-Saharan Africa, South Asia, and the ESEAP. The interviewees were suggested by the MCDC members and some by former support team regional facilitators. The interviewees were asked eight open-ended questions in a semi-structured interview that lasted 30 minutes each.

It is important to note that all the interviewees were eager to share their thoughts on the MCDC’s communication. The interviewees expressed in a shared manner that the progress on the Movement Charter content is the most important concern and expectation.

Recommendations[edit]

Below are recommendations for MCDC and the MCDC supporting team based on the feedback of the interviewees:

  • Continue to communicate on diverse channels, ideally existing ones that communities use.
  • Improve the Meta page.
  • Consider having flexible time for underrepresented communities to engage with the content.
  • Be more present in existing community spaces, such as regular community calls.
  • Write a blog post connecting the APP 23/24 to the MCDC process.
  • Clear communication/storytelling approach.
  • Consider issuing an Annual report on the work done before the MC goes to the ratification process with the aim of keeping more people/communities/stakeholders fully informed, even if they did not participate throughout the process.
  • Keep WMF teams in the loop of MCDC work so better support can be provided when needed.
