Movement Charter/Supplementary Document/Hubs: revenue generation and funds distribution guidelines

Hubs are allowed to engage in revenue generation and fund distribution activities after signing a fundraising agreement with the Wikimedia Foundation. Hubs are required to fully document their revenue generation and funds distribution activities, and to report them to the Wikimedia Movement as a whole. The Hub will keep Wikimedia communities, affiliates, and its members informed about such initiatives, their timeline, and their outcomes. The responsibility of the transparent and fair distribution of the funds lies with the Hub undertaking the revenue generating activity.

Revenue generation[edit]

  • Hubs can engage in revenue generation. If the Hub decides to do so, it should be aware that it also carries legal responsibilities and must understand what these imply within its country.
  • In case Hubs engage in revenue generation activities, they need to adhere to the fundraising policy[1] as set by the Global Council.
  • Hubs are allowed to initiate revenue generation initiatives, beyond Wikimedia Foundation grants, in coordination with the Wikimedia Foundation and affiliate fundraising programs. Hubs should also coordinate with its Hub members, with other affiliates and Hubs, and with the Foundation to make sure there are no conflicting revenue generation activities between any of the involved parties.

Funds distribution[edit]

  • As organized charities, nonprofits or their local equivalents, Hubs can make grants to allocate funds to Hub members and other recipients eligible within their scope in pursuit of Wikimedia Movement related activities. If they do, these funds must be allocated to further the Hub’s mission, and done in compliance with all applicable laws and policies set by the GC.[2]
  • Hubs involved in funds distribution need to have a transparent process to allocate resources.
  • Hubs involved in funds distribution need to coordinate with Regional Fund Committees.
