Phasing out Pageimages-denylist

MediaWiki:Pageimages-denylist is apparently a bit of a problem. Implementing both MediaWiki:Pageimages-denylist and MediaWiki:Bad image list is apparently too difficult for WMF developers to accomplish.

But if one of them were to, say, have an accident.. Since we actually need MediaWiki:Bad image list, the target is MediaWiki:Pageimages-denylist. To do this, the class "nopageimage" has to be added to usages of the images on the list.
