Requests for comment/Zhxy 519, the admin with a recording of multiple severe abuses in history, today abuses in zh.wikisource once again.

Yesterday I post a topic in the Help Desk, reflected on issues about admin staff redundancy and their indifference to zh.wikisource.org.

At this moment the number of administrators (7 people) is far excessive and unreasonable compared to the number of active users (usual less than 20) in our community. Moreover, most administrators remain passive and indifferent to community business. (such as:w:user:Zhxy_519 the one of admins who hold high-level permissions, but do few to the community like zombie account in my eyes, in recent months, he only contributed less than 10, often 5 around editions every month.).

Although I dont think recent situation is great, in my topic writing I did not use any single insulting or offensive word to any specific one (no one's username mentioned in my writing), yet w:user:Zhxy_519 in his first reply still asked me to use so-called "polite language", implying that my words was inappropriate, I didn't listen to him and told him that he also use impolite words many times in his previous argument with others, so have no right to criticize me on matters of using word, later in his second reply he began to warn me that my account would be blocked if I conutiue to expose much more information about his previous argument which make him humiliatied and annoyed extremely. Again I didnt submit to his authority and continued exposing his dark history,at last he blocked me.

Above is the main story.

As the regulation on blocking user of zh.wikisource, before blocking targeted account, the admin must warn the user of the account three times by reply in Help Desk zone and leave warning message on the user's individual discuss page below User_talk namespace or by e-mailing the user, in addition, the admin also need to notice and ask other admins together to deal with the block case.

But in my case, all of rules and regulations mentioned above were broken by w:user:Zhxy_519:

Only warning the user one time in Help Desk

No messge left in the user's individual page

No recruiting other admins to assist the blocking case

Therefore w:user:Zhxy_519 had never obeied even one of these regulations made by the community ever. Blocking my account just be a arbitrary decision under his brutal dictatorship.although my account was unbanned by other admin but 5 mins later banned by him again,

it's not the first time this kinda of thing happens, there are many reports and discussions on his previous abuse from zh.wikisource and meta.wikimedia in the two links below respectively. obviously he has a very bad reputation because of abuse of authority from which people in the community suffer and accuse him for many times.

Important background: The user was blocked by them due to obvious and consistent un-civilized behaviour in community dicussion regarding local administrator activity requirements. The user scolded inactive administrators using slurs such as "old zombie", "scramble for wealth and power", and "short-sightedness slob", etc., and pursue on personal attacks against certain administrators and other users, meanwhlie ignoring warnings from others, clamouring about "block me for once if you can", and ironicly getting the treatment indeed after all. —— Eric LiuTalk 19:01, 21 July 2024 (UTC)[reply]
Thanks Eric for providing this valuable context. I believe that some wikis do blocks-on-sight for personal attacks, something like enwiki has a NOTHERE criteria. If your claim is correct then I do not see any problem with blocking of this user and every further attempt at receiving unblock for further disruption to the project is just wikibureaucracy. Policies on removal of adminships look like very sensetive on many wikis which overrided global AAR. To be honest, I would suggest another way instead of RFC for such former RFCs which title include just one "problemic" user, as such titled RFCs are rather ad hominem-ism.
