Merge[edit]

Thanks to the authours of this page for working on it, but the new page at IRC office hours/Guidelines seems like a more comprehensive and slightly better-laid-out page. If not, we should fix the issues with it and merge the stuff in this page into that page. I am slightly hesitant because they have two different focuses -- the Office hours page is focused on running office hours specifically, but this page is more about meetings on IRC in general (which I wrote it I was hosting lots of Wikimania bid meetings on IRC). So, a merge would be ok if it could preserve the general and the specific advice: maybe general advice about IRC meetings, then specific advice about office hours?
