Overall very solid. Nitpicks:

  • "paid for by the public" - in the US, we'd say "paid for by taxpayers" but that may not have the same ring to it in the EU :)
  • "we should acknowledge the fact that" - maybe simply "acknowledge that"?
  • Or perhaps from:
    • "Rather than fixing some of the symptoms with licenses, we should acknowledge the fact copyright is the wrong tool for these texts, images and files and should play no role here." to
    • "Rather than fixing some of the symptoms with one-off licenses, we should acknowledge that governments already have sufficient incentives, so copyright is the wrong tool for these texts and images."
  • "not created for artistic reasons" - maybe "not for the same reasons most artworks are created"? I mean, some of them are still artistic :) But not sure my proposal is actually better.
  • as with other version, maybe we want to give links so that when people are turning this into an email/web page for some reason, they can easily link?
