Independent capacity building[edit]

What is your rationale for having capacity building independent from the Wikimedia Foundation and independent from affiliates? What is wrong with capacity building by Wikimedia Foundation, what is wrong with capacity building by affiliates? Ad Huikeshoven (talk) 09:48, 10 August 2019 (UTC)[reply]

@Nicola Zeuner (WMDE): At the Wikimania strategy space there was a nice visual that explained the structure of this set of recommendations. What capacity?[edit]

On this page the phrase "capacity building" appears many times, but it's not explained what that means.

The detailed document mentions "governance, fundraising, community organizing, event organizing, leadership". These sound like goals for a local club or a political party. How about the capacity to fix bugs and develop great software?

Is capacity building just a code word that means "more support for affiliates"?
