Put COI and paid editing in summary

Currently it's not very obvious that COI and paid editing are problematic... you have to read the whole terms and conditions to find out, while the main page is telling you "anyone can edit". At least bump it up to the summary. 86.187.106.132 14:37, 26 September 2017 (UTC)

有关《维基百科》归属权的问题

《 维基百科》是由中华五千年文明史演变而成，众所周知历史典记录的很祥细！近代史的《维基大典大典》也更祥细，历史的长河中创造了日不落帝国时代，由于国别人权文化不同，所以要按照国家法律法规规定应当按照国家分类信息网，归属权应区分开来，这一切与维基媒体基金会无关，只有在CC标准化通用版作者署名授权下才可发布，有关特殊数据由特别监管员组织实施，可以全域讨论通过再行发布。 XCQ5678 10:00, 25 November 2017 (UTC)
