They establish their own policies within the framework of global guidelines. Communities are expected to be open about their governance and ensure fairness and equity in participation. They also facilitate an open review process by providing truthful information about their governance.

The Wikimedia Movement Charter is intended to remain in place for an extended period, with amendments reserved for extraordinary circumstances. Minor spelling and grammar corrections, which do not alter the Charter's meaning, are exceptions to this rule.
Amendments fall into several categories:
The Global Council Board can propose Category 1, 2, 3, or 4 amendments.
The Global Council Assembly can propose Category 2, 3, and 4 amendments.
Category 5 amendments are proposed by members of the Wikimedia Movement.
Approval of amendments requires varying levels of support from the Global Council, Global Council Assembly, and the broader Wikimedia Movement community. Community consultation is recommended for certain categories, ensuring transparency and inclusivity in the amendment process.

The Charter becomes ratified and enforced following a vote with the following outcomes:
A majority (more than 50%) of participating Wikimedia affiliates support the Charter.
A majority (more than 50%) of participating movement-based voters endorse the Charter.
The Wikimedia Foundation Board of Trustees votes in favor of the Charter.
Translations of the Charter may be available in other languages. However, in case of any doubt or conflict between translations and the original English version, the English version prevails.
