This is one of the auxiliary templates callpar, referred to on Template talk:If equal, here with par equal to the empty string.

It is typically not called directly, but required for Template:If equal and Template:If equal g if the branching condition amounts to an expression being equal to the empty string, and for Template:Ine, where the latter applies anyway.
