"Hal-Hal Yang ..." would translate back to English as "Things That Are ..." instead of the word "What" as used at the beginning of the sentence, as there's no Indonesian equivalent for that. The entire sentence, then, becomes: "Things That Are Covered And Not Covered In This Privacy Policy".

For translating the word "covered" here, the use of "diliputi" versus "dicakupi" may be disputable. Both root words ("liput" and "cakup") can be found in Indonesian dictionaries (e.g. https://kbbi.web.id). "Liput" usually refers to reporting instead of covering (and therefore has a news connotation), but can also be used for covering. "Cakup" does tend to be used for covering, but that is one of its two meanings (the other meaning is to catch).
