Non-free media in Wikipedia and how to handle illustrations according to the en:Berne convention.

The Berne convention has an option for using copyrighted material without any explicit licnse. It is article 9 Right of Reproduction, 10 Certain Free Uses of Works and 10bis Further Possible Free Uses of Works which it of interest, and as such the works do not in any respect become public domain, they are simply free to use in some respect.
