Migrate to global CSS/JS

Remove manual global.css and global.js imports since they're now automatic, and delete local pages that don't contain anything else. Discussed at User talk:Microchip08#Global CSS/JS migration. —Pathoschild 20:35, 05 July 2015 (UTC)

Removed imports from 183 common.css pages (of which 177 pages which contained nothing else were deleted):

...and 120 monobook.js pages (of which 117 were deleted):

...and deleted one vector.js page that only contained a global import:

...and deleted 174 vector.js pages that imported a deleted monobook.js:

...and deleted wm2011:User:Microchip08/monobook.js (which imported a deleted vector.js) and sa:User talk:Microchip08/monobook.js, and removed a local import in User:Microchip08/monobook.js.
