I am a new user, and so, generally, I do not know how things work on Wikipedia, Wikimedia, etc., such as Wikimedia discussion protocol, and the proper format of posts, proposals, etc.. I would be very appreciative of support in this regard.

I'd be happy to discuss anything, really, but would be especially interested in support in creating a more professional proposal for a new Wikimedia project with proposed name Wikirate.
