Request reason: After being blocked from Wikipedia obviously due to a vandal with a similar IP Address for some time, an administrator removed it recently and I was able to create an account. A day later I get the message that I've now been globally blocked due to "cross-wiki issues". I can't find any information regarding what exactly a cross-wiki issue is. For what it matters, the unblocking administrator noted that "The person for whom this block was targeted appears to be quiescent now".

  - Then you are probably on a dynamic range that at one time or another was or still is being abused. If you do not mind providing us publicly with the IP, it would be helpful if you could give us the specific IP or range that is the problem.
