Hello, GJ. There were several responses to this idea of yours. You possibly didn't see them all. And you seem to have been silent for several months.
One of the suggestions was to try an existing wikicity. All set up, no complex "administration" needed:

As I'm "responsible" for a whole Wikipedia at present, and employed for the other 40 hours every week by a company in the same group as WestLaw, I don't feel I could be active in it. But others might. You or someone else could gather up the material already written and move or copy it to that wikicity, tell your friends, and see what developed.
