organizing a list of universal principles and guidelines for all Wikipedias

Hello Hermeneus,

I'm a Hebrew Wikipedia editor. I would like to try and organize or at least lobby for a list of general principles and guidelines which would be binding for all language editions of Wikipedia. Would you care to help me in this endeavor? Having read your comments on the Talk:Wikipedia policies page, i'm under the impression we see eye-to-eye.
