Well, first you have upload the picture you want to include, to the server. In the left column is the appropriate link to do this. Note that even if you have uploaded the same picture on another wiki (en.wikipedia, de.wiktionary, wikibooks...) you have to do it again on meta. Oh, and there are some links to useful information on the upload page. Please read them.
