[edit]I'm sorry, I do not respond to emails that do not require privacy. Initially, your IPBE was granted without you even stating a reason why you needed IPBE, just that you had to be unblocked. Furthermore IPBE is not a tool to evade local scrutiny. You also have a lengthy block log for harassment. Especially now with sockpuppetry concerns, you do not meet the criteria required to have access to IPBE.
