The remainder is obsolete and is commented out for now. We did submit answers which can be put here. We hold annual conferences with the participation of several Affiliates, the WMF, and often with partner organizations. We have experience at achieving consensus on practical matters. In the context of the Movement Charter we are interested to make sure some principles of open-source science and technology development are incorporated. Open-source means that sometimes the practical means of achieving the goal are made public; that people are encouraged to boldly take action and to document their efforts, but not to create obligations for others. We need to learn from other affiliates how Hubs would work.
