Election Outreach Insights[edit]
Ahead of the 2021 Board of Trustees election, the Board Elections Facilitation Team did some research to gain insights from former elections. This turned out to be the motivation for the current outreach campaign.
We want to share our findings with you. Please be aware that this is not scientific research. We are doing the best we can with inconsistent data. We hope these findings allow everyone to gain insights from a view onto the past.
Summary of main findings[edit]
- The global voter turnout has always been rather low at about 10%.
- Some language communities, among them some larger ones, suffer from even lower turnout.
- Non-European language communities[1] have always been underrepresented in Board elections. Especially due to their size and rapid growth, it is critical to increase their participation.
- Localized promotional campaigns are a strong way to inform people about the Board, elections, and candidates.
- Such campaigns are required to involve community members.
Insights[edit]
Voter turnout[edit]
In 2017 and 2015 the global voter turnout was about 10%. Earlier statistics confirmed that (2008 10.44%, 2009 11.8%, other years were not available).
Besides that globally rather low voter turnout, there are communities worldwide who have an even lower voter turnout. Large communities like the Japanese, Hungarian, Korean or Swedish have a turnout even below 5%, Thai, Norwegian, and Dutch below 7% (for more detail see below).
Finding: The global voter turnout has always been rather low. Some communities, among them some larger ones, suffer from even lower turnouts.
Representation[edit]
The 2005 Board election statistics report as their main findings that “The vote was dominated by the three largest Wikipedias [...] Approximately 48.92% came from the English Wikipedia, about 72-73% of all other votes came from Germanic language Wikipedias, very few votes came from non-European languages.” During the following years, this has changed. In 2017 only 28% came from English Wikipedia, but overall the European language share in 2017 still was about 75%.
This shows that participation from non-European languages has not significantly changed in the history of Board elections, resulting in some imbalance. Some of these communities already have the largest groups of eligible voters (e.g. Japanese, Chinese, Farsi, Korean, Arabic). Other communities, like the 2020 Community Insights Report finds, are emerging with contributors three times as likely to live in Africa and twice as likely to live in Asia. This is confirmed by the comparison of eligible voter numbers from 2017 to 2021.
Finding: Non-European language communities historically have been represented less in Board elections. Especially in regard to the size of some of them and their rapid growth, it is critical to increasing participation in non-european Wikimedia communities.
Participation[edit]
The 2011 Editor Survey asked on participation in Board elections and reported that 47% of non-voters never heard of the elections in the first place. Once those people knew about the elections, 54% said they would vote in the future. Only 38% had no interest in the elections.
As there are no newer surveys, we would like to share some anecdotal evidence. During the Call for Feedback: community board seats many of the facilitators repeatedly reported that many volunteers neither were aware of the Board at all nor of the opportunity to vote for trustees. This especially happened in emerging Wikimedia communities.
Finding: As many volunteers are neither aware of Board Elections and their opportunity to vote, it is recommended to do outreach to raise the voters' turnout globally.
Outreach[edit]
In the past, the Board of the Wikimedia Foundation and the Election Committee started early to reach out to volunteers to make them aware of the elections. This happened by measures like sending out emails and helped to keep anyone interested in the elections updated.
2017 Statistics show that some language communities had significantly higher voter turnout than others. The biggest of these was the Polish Wikipedia (28.4%) and the Ukrainian Wikipedia (26.74%). Of special interest was the case of the Vietnamese Wikipedia, where participation changed from 4.9% in 2015 to 13.3% in 2017. We explored these cases and it showed that in all of them some election campaigning happened, either by local candidates (PL) or by volunteers (UK, VI).
Finding: Localized promotional campaigns are a strong way to inform people about the board, elections, and candidates. Such campaigns are required to involve community members.

The Board Election Facilitation Team has mostly worked along already given data, which is linked. We provide some additional data we have gathered or produced.
On available data[edit]
Throughout the history of Board Elections, statistics have neither been provided consistently nor in the same way. From 2004 to 2006 statistics are sparse and erratic. Some statistics - thanks to volunteer efforts - are available from 2007 to 2009, no statistics are available from 2011 and 2013.
In 2015 and 2017 extensive and consistent statistics have been provided. We chose the latter as the base for our research considering that is the most recent and consistent data. Former data has only been consulted to check the historical dimension of insights.

The facilitation team is aware, that terms as "European language" and "Non-European language" have significant weaknesses as many so-called "European languages" are multiregional (e.g. English, Spanish, French, Portuguese).
